The Former President's Woke Warning Misses The Continent's True Threat: Economic Decline.

The recent US security policy document offers a flawed view of the European Union. The document asserts that unrestrained immigration and what it terms "woke" agendas pose an existential threat to the continent's identity. Yet, this perspective is based on a fundamental misinterpretation of the reality. The actual challenge facing Europe is not societal but economic and technological backwardness.

A Glaring Economic Divide Between Europe and the US

The data reveal a sobering contrast. From 2008 and 2023, American economic output surged by eighty-seven percent, while a paltry 13.5% increase for the European Union. Over this time, European income per person dropped from 76.5% to just 50% of the US level. Remarkably, even the poorest US state now has a greater average income than several leading European economies like France and Italy.

Today, about 50% of the global top fifty technology firms are US-based, while a mere four are from Europe.

The Technological Shortfall: A Critical Question

This widening economic gap is driven by superior productivity growth in the United States, largely due to breakthroughs and higher total factor productivity. The scene of global tech dominance is overwhelmingly US-centric. Over the past five decades, 241 US firms have scaled into companies valued at more than ten billion dollars, compared with just 14 in the European continent.

This gap raises a pressing issue: As the competition for future industries like semiconductors, AI, and quantum computing, where does Europe positioned? Experts widely agree it is essentially a contest between two involving the United States and China, with Europe entering at a significant handicap.

Root Causes of the Continent's Technological Lag

A number of key factors account for this innovation chasm.

  • Venture Capital: The US boasts a far deeper and more dynamic network for funding startups. The EU has yet to establish a true capital markets union, which limits the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder European business. A American entrepreneur can launch a product under one set of laws to access a market of hundreds of millions. The EU, despite a larger population, is split among twenty-seven separate systems, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward risk-taking differ sharply. In some EU nations, a startup's collapse was once viewed with stigma, whereas in the United States, it is often considered a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has weakened its capacity for pioneering research.

A Path Forward: Reasons for Hopefulness

In spite of these hurdles, one can find reasons for hope. Policymakers are growing more conscious of the existential challenge and have started to propose substantial change. Key reports on EU competitiveness and the single market point to the necessity of sweeping reforms.

With the right incentives and rule changes, these assets might enable far greater levels of commercial innovation.

The continent still possesses significant strengths: high-quality workforce, top-tier education systems, and premier research institutions. Coupled with a large internal market and substantial household savings, these foundations could trigger a new wave of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in developing next-generation tech, it can still dramatically boost economic output by adopting and adapting advancements from other regions.

A Critical Juncture

Europe now faces a decisive moment. As the saying goes, economic erosion often happens "slowly, then all at once". So far, Europe's slide in innovation has been steady. But, without decisive action to address its structural weaknesses, today's gradual weakening could turn into a rapid and permanent decline in global economic relevance.
